Production lines, fully manned.
A plant runs on people on the line and engineers behind it. We keep production, QA and engineering roles staffed, and handle the shift payroll that keeps output and compliance steady.
How does Skillsforce support manufacturing employers in Singapore?
Skillsforce places permanent, contract and temporary manufacturing staff (production planning, QA, supervisors, engineering and plant operations) and runs the HR and payroll behind them. That includes shift-aware payroll for shift premiums, overtime and production incentives, and accurate CPF and IRAS filing, so the line stays manned.

A line that cannot stop
In manufacturing, an unfilled shift or a missing engineer shows up directly in output and quality. Production, QA and engineering all compete for the same experienced people. We keep those roles staffed and the HR and payroll behind them in order.
Roles we place
- Production planning and scheduling
- QA / QC and process control
- Line supervisors and team leads
- Manufacturing and process engineers
- Plant operations and maintenance
Local hiring on the line
Production planning, QA, supervision and process engineering are roles Singapore has trained for decades, and the local pool runs deeper than most hiring managers expect.
We search that market first for line supervisors, QA and QC staff, planners and process engineers, and consider experienced career switchers from adjacent sectors rather than filtering on an exact title match, which is usually what shortens a hard search. Shortlisting stays merit-based under TAFEP’s Tripartite Guidelines on Fair Employment Practices, and MOM’s Fair Consideration Framework sets the same expectation before a search widens: 14 consecutive days on MyCareersFuture, with fair consideration of every applicant.
Shift premiums, overtime and production incentives make manufacturing payroll unforgiving, and CPF sits on top of all of it. A new permanent resident is on graduated CPF rates, 9% of wages in year one and 24% in year two, before full rates apply from year three, which is a quiet source of underpayment across a large mixed headcount. We run shift-aware payroll so it stays right.
Payroll for shift & incentive pay
Manufacturing pay mixes shift premiums, overtime and production incentives, all of which have to be calculated correctly and run through CPF and IRAS. We handle shift-aware payroll across a large mixed headcount of professionals and operational staff, so allowances and incentives are right every cycle and statutory filings stay on time.
How we keep it running
Search the local market first
We advertise the role and work the local pool for line, QA and engineering hires before any search widens.
Fill perm, contract or temp
We staff the line and the technical roles quickly, including temporary cover for peaks.
Run shift payroll
Shift premiums, overtime, incentives, CPF and IRAS handled accurately.
Stay close
A named contact adjusts cover as production volumes change.
Common questions
Do you provide temporary and contract production staff?
Yes. Permanent, contract and temporary. Production peaks, project ramp-ups and absence cover are common, so we provide capacity quickly across line, QA and engineering roles.
Do you focus on Singaporean and PR candidates?
Yes. We work the local market first for production planning, QA, supervisory and process-engineering roles, and shortlist on merit under TAFEP’s Tripartite Guidelines on Fair Employment Practices. Where a search would otherwise widen, MOM’s Fair Consideration Framework requires the role to be advertised on MyCareersFuture for at least 14 consecutive days, with fair consideration of every applicant, before an employer looks further afield.
How do you keep hiring fair?
Selection is merit-based under TAFEP’s Tripartite Guidelines on Fair Employment Practices. Skillsforce is Progressive Wage Mark accredited and has adopted three Tripartite Standards: Age-Friendly Workplace Practices, Employment of Term Contract Employees, and Flexi Work Arrangement. All of these sit on public registers, with our EA Licence 99C3289, so you can check them rather than take our word for it.
Can you handle shift and incentive payroll?
Yes. We run shift-aware payroll so shift premiums, overtime and production incentives are calculated correctly each cycle and reported through CPF and IRAS, across a mixed professional and operational headcount.
We run lean on HR. Can you cover it?
Yes. We provide outsourced or interim HR and payroll for manufacturers, so hiring, CPF and IRAS are handled without a full in-house team.
We make something you do not list. Are we still Manufacturing?
Almost certainly, and that is rather the point: manufacturing is a broad label, and the shift payroll, CPF and IRAS mechanics are identical across everything it covers. If the roles themselves are new to us we will say so, take a longer brief, and use the first shortlist to calibrate.
