Oil, gas and marine, crewed and run.

Projects, vessels and yards run on technical people and tight documentation. We keep procurement, operations and offshore support staffed, and handle the rotation payroll behind them.

In brief

How does Skillsforce support oil & gas and marine employers in Singapore?

Skillsforce places permanent, contract and temporary staff across oil & gas and marine (procurement, operations, documentation, technical and offshore-support roles) and runs the HR and payroll behind them. That includes payroll built for rotation rosters and offshore allowances, so projects stay crewed.

Project work that cannot drift

Oil & gas and marine work is project- and rotation-driven, with technical roles that are hard to fill and documentation that has to be exact. A late hire delays a sailing or a yard milestone. We place experienced staff, permanent or for the length of a project, and run the HR and payroll so the crewing and compliance hold.

Roles we place

  • Procurement and supply-chain
  • Operations and project coordination
  • Documentation and contracts administration
  • Technical, engineering and QA roles
  • Offshore and onshore support

Local technical talent

Procurement, documentation, project coordination and QA roles in this sector have a settled local candidate pool, and it is where we start.

Singaporeans and permanent residents with yard, refinery or offshore-support experience tend to stay in the sector and move between operators, which makes direct search and referral effective in a market where job boards are thin. Selection stays merit-based under TAFEP’s Tripartite Guidelines on Fair Employment Practices, and MOM’s Fair Consideration Framework requires a role to run on MyCareersFuture for at least 14 consecutive days, with fair consideration of every applicant, before an employer looks further afield.

Rotation and allowance structures make payroll the harder half of a local hire here. A new permanent resident sits on graduated CPF rates for two years before full rates apply, and those rates apply to the allowances as well as to base pay. We set that correctly from the first payday.

Payroll for rotations & allowances

Pay in this sector often layers offshore, rotation and site allowances on top of base salary, and project staff may come and go within a tax year. We run payroll that handles those allowances and rotation patterns correctly, and keep CPF, IRAS, IR8A and, for departing project staff, IR21 tax clearance on time.

How we keep it running

Search the local market first

We work the local technical pool directly, by search and referral, before a role goes any wider.

Crew perm or by project

We place permanent staff or project- and rotation-length contractors as the work demands.

Run allowance-aware payroll

Offshore and rotation allowances, CPF, IRAS and IR21 for leavers handled accurately.

Stay close

A named contact adjusts crewing as projects start, ramp and close.

Common questions

Do you provide contract staff for the length of a project?

Yes. Permanent, contract and temporary. Oil & gas and marine work is project- and rotation-driven, so we provide staff for the duration of a project or rotation as well as permanent hires.

Do you focus on Singaporean and PR candidates?

Yes. We work the local market first for procurement, documentation, project coordination and QA roles, and shortlist on merit under TAFEP’s Tripartite Guidelines on Fair Employment Practices. Where a search would otherwise widen, MOM’s Fair Consideration Framework requires the role to be advertised on MyCareersFuture for at least 14 consecutive days, with fair consideration of every applicant, before an employer looks further afield.

How do you keep hiring fair?

Selection is merit-based under TAFEP’s Tripartite Guidelines on Fair Employment Practices. Skillsforce is Progressive Wage Mark accredited and has adopted three Tripartite Standards: Age-Friendly Workplace Practices, Employment of Term Contract Employees, and Flexi Work Arrangement. All of these sit on public registers, with our EA Licence 99C3289, so you can check them rather than take our word for it.

Can you handle offshore and rotation allowances in payroll?

Yes. We run payroll that layers offshore, rotation and site allowances on top of base pay correctly, and keep CPF, IRAS and IR21 tax clearance for departing project staff on time.

We run lean on HR between projects. Can you cover it?

Yes. We provide outsourced or interim HR and payroll, scaling cover up for a project and back down between them, so CPF, IRAS and IR21 are always handled.

Our work sits between sectors. Which one do you treat us as?

Whichever one the work actually resembles: shipbuilding, refining and petrochemical overlap with manufacturing, and some operations with utilities. We confirm what the roles really involve rather than assume from the label, and everything downstream follows from that, including the allowances, CPF and IR21. The same approach works for an industry we do not list at all.
