Pharma and healthcare, kept compliant.
Regulated environments need QA, regulatory and clinical-admin roles filled by people who understand the standards. We keep these teams staffed and handle the roster-aware payroll behind them.
How does Skillsforce support pharmaceutical and healthcare employers in Singapore?
Skillsforce places permanent, contract and temporary staff in operational and administrative pharma and healthcare roles (QA/QC, regulatory, clinical admin, laboratory and support) and runs the HR and payroll behind them. That covers roster-aware payroll, so regulated teams stay staffed and compliant.

Standards that do not bend
In pharma and healthcare, a gap in QA, regulatory or clinical administration is a compliance risk, not just a vacancy. These roles need people who understand documentation and standards from day one. We place experienced operational and administrative staff and run the HR and payroll behind them so the function holds.
Roles we place
- QA / QC and validation
- Regulatory affairs and compliance administration
- Clinical and trial administration
- Laboratory and technical support
- Operations and administrative support roles
Local talent in regulated roles
QA, regulatory administration and clinical support need people who can hold documentation to a standard, and Singapore has trained a lot of them.
We source Singaporean and permanent-resident candidates with validation, regulatory-affairs and trial-administration experience, and screen on documentation discipline rather than an exact title match. Selection stays merit-based under TAFEP’s Tripartite Guidelines on Fair Employment Practices, and where a search would otherwise widen, MOM’s Fair Consideration Framework sets the local-first duty that applies before it does. We staff operational and administrative roles; licensed clinical practitioners carrying their own professional registration sit outside our scope.
Rosters and on-call arrangements make the payroll side particular. Allowances flow through CPF and IR8A, and a new permanent resident sits on graduated CPF rates, 9% of wages in year one and 24% in year two, before full rates apply from year three. In a regulated environment a filing gap is not a small problem, so we keep CPF, IRAS, IR8A and IR21 accurate and on time.
Payroll for rostered teams
Clinical and laboratory operations often run on rosters and shifts, with allowances and on-call arrangements that flow through payroll and IRAS reporting. We run roster-aware monthly payroll and keep CPF, IRAS, IR8A and IR21 accurate, so a regulated environment never carries a payroll or filing gap.
How we keep it running
Search the local market first

Common questions
Do you place clinical practitioners?
We place operational and administrative roles: QA/QC, regulatory, clinical and laboratory administration, and support. Licensed clinical practitioners who require their own professional registration sit outside our scope; we focus on the people-operations roles around them.
Do you focus on Singaporean and PR candidates?
Yes. We work the local market first for QA, regulatory administration and clinical support roles, and shortlist on merit under TAFEP’s Tripartite Guidelines on Fair Employment Practices. Where a search would otherwise widen, MOM’s Fair Consideration Framework requires the role to be advertised on MyCareersFuture for at least 14 consecutive days, with fair consideration of every applicant, before an employer looks further afield.
How do you keep hiring fair?
Selection is merit-based under TAFEP’s Tripartite Guidelines on Fair Employment Practices. Skillsforce is Progressive Wage Mark accredited and has adopted three Tripartite Standards: Age-Friendly Workplace Practices, Employment of Term Contract Employees, and Flexi Work Arrangement. All of these sit on public registers, with our EA Licence 99C3289, so you can check them rather than take our word for it.
Do you provide contract cover for clinical trials?
Yes. Permanent, contract and temporary. Trials and projects create defined-period needs in clinical and regulatory administration, so we provide staff for the duration as well as permanent hires.
Can you handle roster and on-call payroll?
Yes. We run roster-aware payroll so shift and on-call allowances are calculated correctly each cycle and reported through CPF and IRAS, including IR8A and IR21.
We have a small QA/regulatory team and no HR. Can you help?
Yes. We provide outsourced or interim HR and payroll, so hiring, CPF and IRAS are handled properly without you building a full in-house function.
